An official said at least eight steps are being considered.
Proposals also include starting office hours earlier or reducing total working hours to cut electricity use.
In the education sector, authorities are considering partially shifting to online classes to lower energy demand. The plan includes conducting weekly classes virtually.
Officials said no final decision has been made yet, and the proposals will be reviewed at a Cabinet meeting scheduled for April 2.
